This obviously has the drawback that if the soundtrack is fairly low it might still be fairly inaudible in noisy environments and possible still hard to hear in quiet ones. While you can get louder sounding speakers the main volume control of the OS is done in a way to ensure the speakers won't be overdriven and possibly damaged. This can be dangerous if the baseline volume is relatively loud as the amplified sound could overdrive your speakers potentially damaging them. When using VLC and going above 100% you are introducing gain this will pre-amplify the original soundtrack before being fed to the the actual amplifier for output. The main speaker set-up will aplify the sound equally at any level but if the baseline soundtrack volume is relatively low then the amplification will be done on that resulting in still fairly low volume. This is not an OS issue but more of an encoding issue where the creator encoded the sound at a bit lower volume.
